We review changes since the previous permit, organise renewal evidence and explain the application and card-issuance stages.

A client came to ARG after starting a Bulgarian residence permit renewal without a clear sequence for the work. ARG identified inconsistencies before filing and explained which documents needed correction, translation or legalisation. The team then prepared the file and kept responsibility for the overall sequence instead of leaving the client to coordinate each document separately.
That experience reflects the practical difficulty behind many renewals. The right approach depends on the residence basis, the expiry date, the applicant’s current address and the evidence required by Migration. Personal attendance, biometric capture and timely responses to follow-up requests may all form part of the process. ARG can help when you need to
Identify the legal ground on your permit and show that its conditions remain satisfied. Card replacement for permanent or EU long-term status is a different procedure.
Ordinary extended residence generally requires filing at least 14 days before expiry; special routes can require earlier action, including two months for relevant work applications.
Refresh the documents for your actual ground, together with applicable housing, means and medical coverage. Last year’s successful file does not prove today’s facts.
Check passport validity and changed personal details. A residence address change triggers a separate 30-day report and identity-document application under Article 28(5).
Bulgarian residence renewal begins with the legal status behind your card. Under Article 23 of the Foreigners Act, extended residence, EU long-term residence and permanent residence are different statuses. An extended permit normally needs a new decision for the next period. Replacing the expiring card of a permanent or EU long-term resident is a different task: the physical document and the underlying status do not expire on identical terms. Bring your current card, passport and previous decision so that the correct procedure can be identified before you order documents or arrange travel.
That distinction matters in practical terms. A residence card renewal is not interchangeable across categories. A person renewing a permit that was granted on the basis of work, family, long-term stay, or another ground may need different supporting evidence, and the file is assessed against that ground rather than against a generic renewal template. That is why ARG’s role is to confirm the exact residence basis first, then match the renewal plan to the correct legal track and document set.
The basis matters because it affects three things at once.
For example, a pensioner renewing extended residence needs current evidence of the pension basis and the applicable financial, housing and medical conditions. An employee may need an employer-led residence and work procedure. Someone with permanent residence may principally need a replacement document while still having to satisfy the rules for retaining that status. The printed expiry date alone cannot distinguish these situations. Read the permit type and legal ground alongside the facts that have changed since the last decision.
Within this service, ARG helps the client identify the correct residence category, test whether the renewal file matches that category, and prepare the file so that the residence right can continue without procedural gaps. That includes checking whether the documents already held by the client are still valid for renewal, whether anything must be corrected, translated or legalised, and whether the file is ready to be accepted by the Migration authorities as a renewal of an existing residence right rather than as a new application.
The legal point is simple. If the residence basis is wrong, the renewal file is wrong even if the card is still physically valid.
This is also where commercial judgment matters. A business owner, employee, family member or long-term resident may all be renewing a Bulgarian card, but not on the same legal footing. Getting the basis right avoids wasted filings, avoidable requests for corrections, and preventable timing problems later in the process. It also helps the client understand whether the matter is mostly administrative, or whether there is a deeper residence question that needs to be resolved before filing.
Prepare a short record of changes since your last application: employer or role, family relationship, course of study, pension payment arrangements, address, passport and periods abroad. Each change should be linked to the appropriate supporting record. An expired lease can call for new housing evidence; the end of the activity supporting your permit may require a different legal route. These are distinct problems and need different responses.
There is no universal two-month renewal deadline for every Bulgarian residence permit. The ordinary extended residence procedure in Article 14(2) of the implementing rules requires filing no later than 14 days before the authorised stay expires. Special procedures can require an earlier application: Article 24i(4) of the Foreigners Act, for example, sets a two-month advance deadline for an applicant already holding extended residence who applies through the single residence and work permit procedure. Establish which rule governs your case before calculating the last filing day. A sensible preparation date is earlier than that statutory limit, particularly where an employer, university or foreign authority must issue evidence.
Keep the expiry of the current permission, the last filing date and the expected decision period as separate entries in your calendar. An appointment request, payment receipt or document sent to an adviser is not necessarily a filed application. Retain the authority’s record of submission and identify how it will communicate with you. Where a special procedure permits continued residence during examination, confirm that you meet its conditions; do not assume that every application creates the same protection. A pending application also does not automatically supply the valid travel document or residence card needed for a planned border crossing.
An ordinary renewal should be planned around three distinct stages, each with its own evidence and timing.
For that ordinary procedure, Article 24(3) gives 14 days from receipt of the notice to provide the required additional information or documents. The one-month extension of the authority’s examination is not a one-month response allowance for you. Failure to provide the material within the indicated period leads to termination, and the application is not reconsidered. Keep the notice and evidence of when it arrived; ask the issuing body for the specific missing record immediately. An informal conversation does not itself change the deadline.
A pension certificate, university confirmation or employer document needs to establish the relevant fact at renewal, not merely repeat what was true when the first permit was issued. Ask the issuer to identify the person, current entitlement or relationship and relevant dates clearly. If a foreign civil-status record uses a previous surname, include the document connecting the names. If the financial evidence is held abroad, show that the funds remain available to you in Bulgaria. This work is best completed before filing, because a short supplementation period may be insufficient to obtain a new foreign record, authenticate it and arrange the Bulgarian translation.
A renewal receipt and an expired card should not be treated as a replacement for all travel formalities. Before leaving Bulgaria during examination, establish the documents and entry conditions for your return, including any transit country. If Migration sends a request while you are away, you still need a reliable way to receive it and respond. Give the correct correspondence details, retain the submission record and monitor the procedure through the authorised channel. Once the residence decision is positive, arrange the separate card issuance steps and verify the name, status and expiry on the new document before using it for subsequent travel.

Renewal usually involves your personal participation at the competent Migration unit and, for the residence document, the applicable identity and biometric steps. Confirm which appearance is needed for the residence decision and which for producing the card; do not assume that an adviser can complete every personal step under a power of attorney. Bring your valid passport and the current card, together with originals corresponding to the copies in the file. If the passport will expire during the requested period, address that issue early because it can affect the residence or document period available to you.
The document set is not universal. It depends on the residence basis, which is why ARG first checks what kind of permit is being renewed and what evidence actually matches that ground. The current official rule confirms that the card issuance file is built on an application form and biometric capture at filing, and that the applicant must present a copy of a valid passport or substitute travel document, with the original shown for verification. Where the residence basis requires it, the file must also include proof of housing. The authorities do not treat every renewal the same way, so a file that is complete for one status can still be incomplete for another.
That matters in practice because the application is assessed against the underlying right, not just against the expiry date on the card. If the basis is employment, family, long-term residence or another recognised ground, the file has to contain the documents that support that ground. If any of those documents has expired, is untranslated, or was not properly legalised where needed, the file may be accepted only after correction, or it may trigger a request for more materials.
ARG’s role is to turn the renewal into a controlled checklist before the appointment. That means reviewing the passport pages, the residence card, the supporting basis documents, translations and legalisations, and any housing evidence that the legal basis requires. If something is inconsistent, the issue should be fixed before the person appears at Migration, because a renewal appointment is often the point at which the authority expects the file to be ready for formal processing.
A useful way to think about this is to separate three things.
If one of those strands is missing, the file may still look organised, but it is not legally safe.
A family permit illustrates why current evidence matters. A marriage record may remain valid, while the sponsor’s status, the household’s accommodation or a child’s age has changed. Identify the rule that now applies to the family member and any independent residence possibility before relying on last year’s file. For an employment permit, ask the employer to confirm the continuing position and terms and whether a change has its own approval or notification requirements. These checks help establish whether the task is renewal on the same basis, a permitted change or a new route.
For a client, the decision is simple. If the residence basis is straightforward and the file is clean, the appointment step is administrative. If the basis is not clear, or if a document chain is incomplete, the appointment becomes the place where the problem surfaces. The point of renewal support is to make sure the second situation does not happen.
The same approach also helps with the logistics of the current address. The regulation requires attendance at the Migration unit connected to the current address, so a change of address can affect where the file belongs. That is why the address record has to be checked before the appointment, not after it.
An address change creates a separate obligation under Article 28(5) of the Foreigners Act. Holders of extended, permanent or long-term residence must report the changed residence address to the foreigner control authorities and apply for a Bulgarian identity document within 30 days. This is distinct from the deadline for extending the residence right. Establish when the move occurred, prepare the new accommodation documents and determine the competent Migration unit. Where your status and document procedure require municipal registration or an address certificate, complete that supporting step as well; it is not the same obligation for every resident.
A landlord’s notification, a new utility account and your own residence-document application perform different functions. Ask which address is recorded in the relevant register and which evidence the new application requires. A tenancy agreement can support accommodation, but it does not itself prove that the required report or card application has been made. Keep copies and submission confirmations for each step. If moving and renewing happen together, coordinate the procedures so that all records refer to the same current address.
Address issues often become visible during renewal because the file is tied to the current place of registration and to the Migration unit with territorial competence for that address. If the address changed but the file was not updated, the renewal can become slower or more difficult, not because the person has lost the right to stay, but because the administrative record no longer matches the person’s actual situation.
That can affect both the sequence and the evidence. A client may need to update the municipal record first, then file the renewal package with the correct supporting document. In some cases, the residence basis itself also depends on a valid housing arrangement, so the address change can influence more than just the place where the appointment is booked.
ARG would normally test three things before treating the address issue as resolved.
If the answer to any of those points is no, the file should not be treated as ready. The practical risk is not only administrative inconvenience. A mismatch can produce a request for additional documents, delay the renewal, or make the applicant return to the municipality before the residence file can move forward.
If you have moved between Bulgarian regions, establish which Migration unit now has territorial competence and whether the existing file must be transferred. Check the full address as recorded, including apartment or building details, against the application and accommodation evidence. Do not postpone the 30-day address obligation merely because the card will soon be renewed. ARG can coordinate the documents and sequence so that a correct residence decision is followed by a document bearing consistent information.
For an ordinary Article 24 renewal, Migration must notify you of the additional material required and Article 24(3) provides a 14-day response period from receipt of that notice. The authority’s possible one-month extension is a different period. Special residence and work procedures can have different rules, so identify the provision applied in your actual notice. Record receipt immediately and prepare a response to each numbered request. If documents are missing because another authority has not issued them, explain that concrete obstacle promptly and assess the procedural options instead of assuming that silence extends the deadline.
Read what fact Migration considers unproven. A bank statement cannot necessarily replace a pension entitlement certificate, and a lease cannot replace evidence of a continuing family or employment basis. Provide the record that establishes the missing legal fact, with the required authentication and translation. Attach a short index explaining which document answers each point. Keep a complete copy of the response and proof of submission. Missing the applicable response period can end the proceeding even where you expected the underlying application to succeed.
ARG’s role in this stage is to reduce the chance that the authority has to ask for anything in the first place, and to respond quickly if it does. That means reviewing the file for internal inconsistencies before filing, checking whether the documents support the specific residence basis, and making sure the client can produce any follow-up material quickly if the authority asks for it. The real issue is sequence. The file has to be ready before submission, and the client has to remain ready after submission until the authority issues its decision.
A practical way to view the process is this.
If you already know that a document is inaccurate or incomplete, obtain the correction while the application is being prepared rather than waiting for an official request. A corrected passport detail or bank certificate may be straightforward; an expired employment relationship or a changed family basis requires a different assessment. After filing, keep the supporting issuer’s contact details and access to originals available. A renewal file may need active follow-up until the decision, and card production after approval can require another personal step.
The safest renewal file is the one that can survive both the initial filing and a formal request for more documents.
For a client, this means the renewal decision is not only about whether the card can be extended. It is also about whether the case can be kept procedurally alive long enough for the authority to decide. That is exactly where careful preparation has the greatest practical value.
