Does your business need Bulgarian VAT registration? Start with its transactions

Turnover is part of the assessment. The services you buy, customers you sell to and countries involved can also affect VAT registration and reporting.

In context

“Our turnover is still low” is not enough to settle a Bulgarian VAT registration question. Turnover matters, but it is not the only possible registration ground. The nature of your sales and purchases, the countries involved and the position of the business all need to be considered.

Make a simple transaction map

Describe each main source of income and each type of purchase. Separate goods from services, business customers from private customers, and Bulgarian transactions from cross-border ones. For goods, show where they are stored and where transport begins and ends. For services, explain what is delivered and who receives it.

Include purchases from foreign suppliers, even if they seem routine. Certain services received from abroad or supplied to businesses in another EU country can create registration questions independently of the general turnover test. The applicable conditions and exceptions need to be checked against your actual transactions.

Prepare evidence for the assessment

  • Bring sales and purchase records with dates, amounts and counterparties.
  • Provide representative contracts, invoices and planned transactions.
  • List existing VAT registrations and the countries where you operate or hold stock.
  • Explain any intended change in activity, sales channel or customer market.

Ask the adviser to identify the relevant compulsory or voluntary registration grounds, the information still missing and the next action. If a registration is already in place, a change in the business should be reviewed before assuming that deregistration is available or has no tax consequences.

Separate registration from reporting

A registration assessment does not include filing the application unless that work is agreed. Ongoing bookkeeping and VAT returns are further tasks. VIES and Intrastat also have distinct scopes; they should not be treated as interchangeable names for EU reporting.

For online sales, OSS or IOSS may be relevant, depending on the seller, customers, goods or services and delivery routes. These schemes do not remove every possible local VAT registration requirement.

ARG can review the facts and set out a practical recommendation. Agree separately who will prepare applications, maintain records and submit the reporting that applies to your business.
